The 5th federal electoral district of Mexico City (Spanish: Distrito electoral federal 05 de la Ciudad de México; previously "of the Federal District") is one of the 300 electoral districts into which Mexico is divided for elections to the federal Chamber of Deputies and one of 22 such districts in Mexico City.[1]

It elects one deputy to the lower house of Congress for each three-year legislative session by means of the first-past-the-post system. Votes cast in the district also count towards the calculation of proportional representation ("plurinominal") deputies elected from the fourth region.[2][3]

Carlos Ulloa Pérez of the National Regeneration Movement (Morena) was elected for the district in the 2024 general election but resigned his seat on 19 March 2025.[4][5] He was replaced by his alternate, Jesús Irugami Perea Cruz.[6]

District territory

Under the 2023 districting plan adopted by the National Electoral Institute (INE), which is to be used for the 2024, 2027 and 2030 federal elections,[7] the 5th district covers the southern, rural portion of the borough (alcaldía) of Tlalpan down to the border with the state of Morelos, together with the northwestern portion of Xochimilco, for a total of 180 electoral precincts (secciones electorales).[8][9]

The district reported a population of 429,403 in the 2020 Census.[1]

2017–2022

Between 2017 and 2022, the 5th district covered the rural south of Tlalpan.[12][13]

2005–2017

Under the 2005 districting scheme, the district covered the northern portion of Tlalpan (i.e., most of the borough's urban areas).[14][15]

1996–2005

Between 1996 and 2005, the district covered the northern portion of the borough of Miguel Hidalgo and the west of Azcapotzalco.[16][15]

1978–1996

The districting scheme in force from 1978 to 1996 was the result of the 1977 electoral reforms, which increased the number of single-member seats in the Chamber of Deputies from 196 to 300. Under that plan, the Federal District's seat allocation rose from 27 to 40.[10] The 5th district covered portions of the boroughs of Cuauhtémoc and Venustiano Carranza in the centre of the city.[17]
