Background

In the 1989 election, the coalition between the Socialist Party, the Communist Party, the Ecologist Party "The Greens" and the Portuguese Democratic Movement, led by PS leader Jorge Sampaio, won the election, achieving 49.1% of the votes and 9 seats in the city council.
