Raul Bautista Villanueva (born April 15, 1963) is a Filipino jurist who has served as an associate justice of the Supreme Court of the Philippines since 2025. He was appointed by President Bongbong Marcos to succeed retiring justice Mario Lopez.
A graduate of the University of the Philippines Diliman, he previously served as the Court Administrator of the Philippines from 2022 to 2025.
Early life and education
Villanueva was born on April 15, 1963, in Narvacan, Ilocos Sur.[1] He graduated valedictorian from Narvacan South Central School in 1976 and with honors from Lourdes School in Quezon City in 1981.[2] He earned his Bachelor of Science in Economics in 1985 and Bachelor of Laws in 1990, both from the University of the Philippines Diliman.[3] Villanueva began his public service as Assistant Secretary at the Department of Finance's Privatization and Management Office before entering the judiciary.
Legal career
Villanueva has been acting presiding judge of Taguig city rtc branch 255and Manila RTC branch 4. Appointed to the bench in 2002, Villanueva served as presiding judge of the Las Piñas Regional Trial Court (RTC) branch 255 from 2002 to 2010. He also held positions as executive judge of the Las Piñas RTC, acting presiding judge of Taguig RTC branch 267, and acting presiding judge of Manila RTC branch 4. He also served as a professorial lecturer and vice chairperson of the Court Management Department of the Philippine Judicial Academy[4]
He rose through the judicial ranks, serving as deputy court administrator for Luzon from 2010 to 2021, senior deputy court administrator from 2021 to 2022, and eventually as court administrator from 2022 to 2025.[5]
Philippine Supreme Court (from 2025)
On June 9, 2025, President Marcos appointed Villanueva to the Supreme Court to replace retiring associate justice Mario Lopez.[6] He was sworn in on June 10, 2025 and his appointment marked President Marcos' first Supreme Court appointment.[3][7]
Personal life
Villanueva is married to Ma. Arsenia F. Villanueva. They have three children: Ryan Aldrin, Arielle Rozanne, and Ariadne Rauz.
He is a member of the University of the Philippines Alpha Phi Beta fraternity, which recognized his contributions to judicial reform and the welfare of trial courts.[8]
