Polk County Fresh Water Supply District No. 2 (PCFWSD No. 2) is a special-purpose local government that provides wastewater collection and treatment services to the unincorporated Onalaska Peninsula area of Polk County on the north shore of Lake Livingston. Created in 1976 under Chapter 53 of the Texas Water Code, the district was converted to a municipal-utility–type district in 1997 and continues to operate under Chapter 8020 of the Texas Special District Local Laws Code.[2][3]

History

The Polk County Commissioners Court established the district on January 26, 1976 to serve growing lakeside subdivisions.[2] House Bill 3314 (75th Leg., 1997) converted the entity to a municipal utility district while retaining its original name and boundaries.[2] In 2019 the legislature re-codified the district’s governing law as Chapter 8020 of the Special District Local Laws Code, effective April 1, 2021. Service area and customers

PCFWSD No. 2 serves most of the Onalaska Peninsula, including the Stowaway Bay and Canyon Park subdivisions, through a central gravity-flow collection system that discharges to a single wastewater treatment facility.[2] As of August 2014, the district reported 2,218 residential and 133 commercial active sewer connections.[1]

Governance

A five-member Board of Directors is elected by registered property owners in even-year May elections for four-year staggered terms. Regular meetings are held at the district office on FM 3459 in Onalaska.[4]

Finance

The district funds operations through user fees and an ad valorem tax. For fiscal 2014, the board adopted a tax rate of US $0.358 per $100 of assessed valuation, a decrease from the prior year.[1] In 2007, TCEQ approved an operations & maintenance standby fee to support system upgrades.[5]
