Monthly Pay Order
The Monthly Pay Order (MPO) is a government salary subvention program in Bangladesh, through which the Government of Bangladesh provides monthly salary to teachers and staff of approved non-government educational institutions.[1] The system is overseen by the Directorate of Secondary and Higher Education (DSHE) under the authority of the Ministry of Education.[2] MPO covers only the basic portion of Bangladesh's national pay scale. Background
The MPO scheme was introduced to support the development of non-government education sectors in Bangladesh. It ensures regular and standardized salary payments to teachers and teaching staffs in selected non government schools, colleges and madrasas that fulfill eligibility conditions. Eligibility Criteria
Institutional Requirements
- Must be a non-government and officially recognized educational institution (e.g., school, college, madrasa, or vocational center).
- Must have been in continuous operation for a minimum of three years.
- Must have adequate infrastructure, including classrooms and teaching facilities.
- Must demonstrate acceptable academic performance and enrollment levels.
- Must be registered with the appropriate education board and governed by an approved managing committee.[1][2]
Teacher and Staff Requirements
- Teachers must be appointed following prescribed recruitment procedures of Non-Government Teachers' Registration and Certification Authority.
- Must meet minimum educational qualifications.
- Must be employed on a full-time basis.[1][2]
Application Process
The MPO enlistment process includes the following steps:
- Online Application: Institutions apply via the official MPO online portal, submitting relevant documents including academic records, appointment letters, and infrastructure details.
- Inspection: Designated education officers inspect the institution to assess compliance with MPO standards.
- Recommendation: The inspection report is reviewed and eligible institutions are recommended for MPO inclusion.
- Approval: The Ministry of Education grants final approval and issues a Government Order (GO).
- Salary Disbursement: Approved teachers and staff begin receiving monthly salaries through direct bank transfers.
Reforms and Digitalization
Recent reforms aim to enhance transparency and accountability, including digitizing the MPO application and monitoring system. Periodic enlistment drives are held, and updates are published on the DSHE's official website.[2]
