Anatolii Yarovyi (born 1 April 1982, Rivne) is a Ukrainian lawyer, human‑rights defender and expert in criminal law, former People's Deputy of Ukraine of the IX convocation and former deputy Head of the National Agency on Corruption Prevention (NACP). He is currently a partner at the legal firm «Collegium of International Lawyers».

Education

In 1999, he graduated from the Rivne Regional Boarding Lyceum. In 2004, he earned his law degree from the Ivan Franko National University of Lviv. In 2013, he completed advanced human‑rights training at the Center for Human Rights and International Justice at Stanford University (USA).[1]

Career

From June 2004 to October 2010, he served in the Prosecutor’s Offices of Rivne city and Kyiv region. In 2006, he interned in criminal justice in The Hague, studying the workings of the International Court of Justice, the International Criminal Tribunal for the former Yugoslavia, and the European Court of Human Rights. Between September 2009 and January 2011, he was an associate professor in the Department of Criminal Law and Criminology at the National Academy of Prosecutor’s Office of Ukraine.[2]

In October 2010, he began practicing as an advocate with «Aleksandrov & Partners». From 2011 to 2013, he worked in private companies—BC Toms LLC and Landkom UA LLC. Between November 2012 and March 2017, he ran his own advocate’s practice. In 2017, he joined «Vasyl Kisil & Partners» as an attorney and also completed an internship at the European Court of Human Rights. Since October 2018, he has been a partner at «Collegium of International Lawyers».[3]

Yarovyi has represented clients in numerous high‑profile cases.[4] He defended the former Deputy Finance Minister in a misuse‑of‑Kyoto‑Protocol funds case and represented clients in the ambulance procurement case linked to the Tymoshenko government.[5] In 2020, he defended clients in NABU investigations concerning Ukrzaliznytsia and Energoatom.[6] He also represented victims of the «Heavenly Hundred» in trials over the Euromaidan shootings.[7]

He is co‑author of the scientific‑practical commentary to the Criminal Procedure Code of Ukraine. In 2012, he represented foreign investor Alpcot Agro in a major asset‑recovery case valued at approximately USD 10 million.[8]

He is a member of the Association of Lawyers of Ukraine, the International Bar Association, and the Interpol Workers’ NGO.[9]

Political activity

In 2019, Yarovyi was elected to the Verkhovna Rada (IX convocation) on the «Holos» party list and served on the Committee on Law Enforcement Activities. He worked on reforms of criminal procedure, limiting undue influence of security agencies on business, and co‑authored the draft law establishing the Bureau of Financial Security.[10]

In 2021, he was appointed a deputy Head of the National Agency on Corruption Prevention (NACP). Under his leadership, the NACP launched automated checks of e‑declarations, expanded the register of related parties in public procurement, and initiated cooperation with international partners to develop methodologies for detecting corruption risks in local governments.[11] During his tenure, an AI‑based public procurement monitoring system (DOZORRO+) was implemented, a «black list» of officials who failed to file declarations was published, and the NACP for the first time blocked accounts of companies tied to sanctioned Russian beneficiaries.[12][13] In December 2022, he resigned to return to human‑rights and legal practice.
