1984 Ottawa Rough Riders season was the franchise’s 110th year in operation and saw the team finish with a 4–12 record, placing fourth in the East Division of the Canadian Football League (CFL). Under head coach George Brancato, the Rough Riders failed to qualify for the playoffs for the first time since 1970, ending a 13‑year postseason streak. Home games were held at Lansdowne Park in Ottawa, Ontario. The offense struggled, scoring just 354 points while the defense allowed 507, and standout performances included quarterback J. C. Watts throwing for 3,052 yards, while Dave Newman led the team with 58 receptions for 896 yards.
